In Matthew 9:36, “When he saw the crowds, he had compassion for them, because they were harassed and helpless, like sheep without a shepherd.”

In Matthew 25, We hear the biblical mandate to care for those in need: “Truly I tell you, as you did it to one of the least of these, you did it to me.”
